Summary: Allow de-selecting "diagnostics" for the application REST

Currently the apps REST api supports de-select some fields, e.g.
[http://rm-http-address:port/ws/v1/cluster/apps?deSelects=resouceRequests]
but not `diagnostics`. However for our app, we found out the field can be
expensive to include sometimes, when we only care about the app list. We should
allow de-select `diagnostics` as well.
