Bootstrap code for running YARN Service APIServer standalone is alreadt
prepared, but it is not exposed as yarn cli subcommand.
Added apiserver subcommand to yarn cli command and fixed bugs in bootstrap code.
1. APIServer does not run as a daemon, jvm process is terminated
2. Added SSL certificate configuration
3. Added authentication handler
