[Federation] Improve Yarn Router's Federation Page style
1. Resource Metrics Memory readability enhancement.
2. SC State, if RUNNING, the font is displayed in green, in other states, the
font is displayed in red.
3. The font spacing of SC Metrics is adjusted to improve the style.
