Issue is related to feature - https://issues.apache.org/jira/browse/YARN-9760
Workflow ID of an application submitted to yarn is passed in application tags
and yarn lowercases it. However, users (responsible for populating workflow to
priority mappings), might not add workflow IDs in lowercase. Hence, this
creates an issue.
