Here is a patch that moves the capacity-scheduler.xml in the resources to
capacity-scheduler-default.xml. It also modifies the
CapacitySchedulerConfiguration.java to load the capacity-scheduler-default.xml
first followed by capacity-scheduler.xml (which will be normally provided by
the user in the conf directory).
I have confirmed that TestCapacityScheduler runs fine and also tested the patch
using a single-node cluster with and without the capacity scheduler. I have
confirmed that issues like the one mentioned in the description no longer exist.
