I believe the issue here is that the parent of the new queue is not getting set 
appropriately.  When re-initializing it creates an entire new root queue from 
the configs and then it moves any new queues over to the original root.  It 
doesn't appear to set the parent from the new root back to the original root 
when it moves it over.
