Interesting. Quickly read throw your doc, can you please post YARN only design 
here?
 - +1 for the reactive resource change to start with.
 - Instead of exposing via JMX, being a fairly fundamental feature, we should 
do RPC and optionally the web-services to the NM directly. And we should add 
command line util too.
