Mostly looks good. I'm still doing a bit of testing but one issue I found was
the renewDelegationToken methods in ClientRMService and HistoryClientService
should be using the shortUserName rather then the full user name when calling
renewToken.
Some of the test failures appear to be happening in other precommit builds too
so not sure they are related
