Sorry for not being clear. ResourceRequests are host location dependent. Which
means that every time we change the requests for a given location (priority
etc) then we dont send the delta value. We send the absolute value of the
request. Sorry for the confusion. Like Jason clearly explains, pure delta is
open to races and pure absolute has high communication cost.
