Description: {{TestDiskFailures#testDirFailuresOnStartup}} fails due to
insertion of an extra leading '/' on the path within
{{LocalDirsHandlerService}} when running on Windows. The test assertions also
fail to account for the fact that {{Path}} normalizes '\' to '/'. (was:
