New patch has several changes:
1. apply all the comments
2. Remove user from ApplicationSubmissionContext (interface and proto), fix all
the following changes
3. Directly use resource, user, containerId, CLC directly at ContainerImpl to
avoid extra method calls and locking
4. Add containerId verification back to TestApplicationMasterLauncher.
