[~hitesh], if i do this my resource allocation is static, the idea is to
use/leverage YARN resource scheduling/allocation to do it dynamic and maximize
the utilization of resources. In other words, YARN is the only source of truth
for RM, just some resources end up being used out of band. Still their
allocation/tracking is done via YARN.
