Sorry for the late response. 

I couldn't figure out the exact reproduce scenario to occur this issue. It was 
coming in our clusters when we run many applications for very long time. 

I see your patch, it is changing the state of application from RUNNING to 
ACCEPTED when it gets APP_ACCEPTED event. I feel it is not a good idea to 
change the application state from RUNNING to ACCEPTED.

I think we just need to ignore the event, and same thing worked out for me.
