I'm OK with pulling YARN-5761 into branch-2.8 (assume this patch will build on
top of YARN-5761).
Some comments:
1) Verify no app running is not enough -- we need also check queue is in
stopped state. so I think YARN-5746 is required for this patch.
2) {{removeChildQueue}} should be method of ParentQueue only.
So I think it's better to wait YARN-5746 / YARN-5761 committed before working
on this patch. Which should happen soon.
