[~ojoshi] yes this change is not compatible with rolling upgrades, that work
will be in YARN-819 which will allow version checking that will be compatible
with rolling upgrades. This change may not be valid outside of the Yahoo! use
case for current 0.23 were old version NM connects to the new RM without note
during cluster upgrades.
