Updated patch with following REST endpoints.
GET - */apps/\{appid\}/timeout/\{type\}*, Currently we are supporting only one
timeout type i.e LIFETIME, so need not to expose list of timeouts as of now in
REST. May be this we do if we support more timeouts down the line.
PUT - */apps/\{appid}\/timeout*
