The ProviderUtils.localizeContainerSecurityStores /
ProviderUtils.areStoresRequested methods are used when the app wants the AM to
create certs for the app's internal use. Do we want to remove this
functionality? It is not related to the agent code, so we should decide whether
we want to continue to support it or not.
