Uploading patch v1 which is still work in progress.
In our offline discussion, [~sjlee0] suggested that we would also need to run
through bad dependency detectors (license-wise). Hence uploading this one as
wip.
We also need to decide if we want to consider removing Phoenix presently and
adding it in later.
