Two AMRMProxy bugs:
First, the AMRMToken from RM should not be propagated to AM, since AMRMProxy
will create a local AMRMToken for it.
Second, the AMRMProxy Context is now parse the localAMRMTokenKeyId from
amrmToken, but should be from localAmrmToken.
