Hi [~leftnoteasy], I have a quick question here, if we just want to send 
APP_REJECTED message, why do we need to create RMAppImpl anyway? It looks like 
we just need to catch the InvalidResourceRequest exception in 
recoverApplicaiton and then send reject message. Or is it for printing proper 
error message? This can also be done in recoverApplication().
