To make less changes to API and internal implementations, I think an 
alternative approach is to expand AM request on the server side.

For example, if AM request.resourceName specified to "/rack", it will be 
expanded to \[/rack, *\], and if AM request.resourceName specified to "host", 
it will be expanded to \[host, /rack, *\] 

If request.relaxLocality set to false, we will add it to the expanded result as 
well: for example, if AM request is "host1, relaxLocality=false", the expanded 
result will be: \[(host1, relaxLocality=true), (/rack, relaxLocality=false), 
(*, relaxLocality=false)\]

With this change, we should be able to only update ApplicationMasterService to 
expand request, and all other logics should be the same.

Thoughts?
