Attached ver.5 patch addressed comments.

Now added API to get resourceName to make behavior not changed in 
FSPreemptionThread.

to a separate policy ? I was thinking the PlacementSet itself would encapsulate 
the delay scheduling policy, but we can discuss that later.
Yeah I was thinking to make it as a part of SchedulingPlacementSet, but 
implementation of delay policy could be independent and pluggable.
