In doing a last pass, I have two questions on the test code:
# In {{testMoveApplicationSubmitTargetQueue()}} and
{{testMoveApplicationAdminTargetQueue()}}, would it make sense to test that the
moves that are supposed to work do actually work?
# Why a {{ConcurrentHashMap}} in
{{createClientRMServiceForMoveApplicationRequest()}} instead of
{{Collections.singletonMap()}}?
