One possibility me and [~bibinchundatt] were discussing is, elector has called
AdminService to transitionToActive even before the AdminService was started.
AdminService is set in context during initialization itself..
Bibin can you put some additional logs and check, if its because of it then we
can make Admin Service to be added as service first in ResourceManager
