Attached WIP patch to demonstrate what I plan to do:
We will add a PCPP to schedulingMonitor no matter under any case. And it will
periodically check if any reinitialize happens on CS side, if reinitialize
happens and preemption enabled, it will sync latest preemption configs and
refresh its local state.
