I looked at this and YARN-5556 and unfortunately both have shortcomings w.r.t.
the {{PlanQueue}}:
* We have to check if there are any active (or future) *reservations* similar
to what we do for applications before deletion.
* Here in YARN-6109, we can only convert those PlanQueues that don't have any
child reservation queues.
