Let me see if I understand this right.

preemptionThread will try to find container to preempt in the incomplete state.
Is this because the fairshares of other queues might not be updated by then?
And, we might not find enough containers to preempt in that round.
I am a little wary of adding a readlock on the scheduler. While that might
solve this problem, it increases the lock contention.
