bq. I think I understand the purpose of Router. However, since it implements 
ClientRMService, it behaves as gateway of RM. I'm not sure if any logics could 
be shared with resource-manager module.

creating this sub module

The Router will only be a *proxy* to the RM and we will be following an 
interceptor pattern (ala servlet filters) exactly like we did with the 
{{AMRMProxy}} for the AM - RM protocol in YARN-2884. So the Router will depend 
on the {{ApplicationClientProtocol}} and {{FederationStateStore}} 
(yarn-server-common module) which are independent of RM.
