This is actually the same issue as HADOOP-10584, though the scope is a little
different. For some reason, there's lots of code that wants to shoot the RM
instead of dropping it into standby. my proposed changes for HADOOP-10584
would get rid of some of that code, but there's more inside YARN. I think a
good approach here would be to change the {{RMFatalEvent}} handler to
transition to standby as the default reaction, with shutdown as a special case
for certain types of failures. Independent of HADOOP-10584 that's probably a
good thing to do. I'll see if I can throw a patch together quickly.
