I see. Thanks for explaining the {{:0}} nodes [~leftnoteasy].
Patch 009 updates the label manager code to keep track of the active
{{NodeId}}'s. This allows the {{getApplicableNodeCountForAM}} method to
correctly determine the number of nodes. It takes the union of all
{{NodeId}}'s for resource requests and does an intersection with the active
{{NodeId}}'s from the set label. By comparing the {{NodeId}}'s and storing
them in sets, we won't get any duplicates like in patch 008. There's also
new/updated tests.
[~leftnoteasy], if you think it would be better to use not change the label
manager code and instead filter out the {{:0}} nodes, I can also do that
instead.
