[~sunilg], sorry I had missed your comment.
I will update a small doc over the weekend.
The approach suggested above takes into account non exclusive label, move app,
default label of queue, etc.
I will detail it in the document to clarify what is meant for what.
Yes, I agree we should brainstorm more and involve others to gain a consensus
on the approach. Some other scenarios may also come out of it.
