Thanks [~leftnoteasy], these make sense. As far as the ACLs, it should be
addressed in YARN-5949.
The 006 patch addresses these comments as well as changes the way the schedConf
is initialized in MutableCSConfigurationProvider and
TestRMWebServicesConfigurationMutation.
