The patch looks mostly fine. About the message, actually, this new added
configuration decide whether to fail related app or fail the RM (with throw
QueueInvalidException) so above messages are not precisely. May be we should
use something like "Whether RM should fail during recovery if previous
applications' queue is no longer valid."
Other looks fine to me.
