Hi [~ctrezzo], question - will this feature save jars from being relocalized 
across different jobs on a node? My understanding is that this feature prevents 
the same jar from being uploaded to HDFS, but once the jar is there, it will be 
downloaded once per job per node due to the resource localization logic. Just 
wanted to clarify my understanding of the scope of this feature.
