Yes, we could discuss more about the definition in separate jira. For now,
could we avoid taking 0 as a valid configuration.

Sure. Since we multiply again later, we can get the same userlimit back. A
value less than one as weight is going to be trickier but we are rounding off
to minimumAllocation. So i think its fine given patch have logs and UI.
