If the NM is started with timeline service v2 turned off AND aux services
setting still containing "timeline_collector", NM will fail to start up since
the PerNodeTimelineCollectorsAuxService#serviceInit is invoked and it throws an
exception. The exception message is a bit misleading and does not indicate
where the actual misconfiguration is.
We should update the exception message so that the right error is conveyed and
helps the cluster admin/ops to correct the relevant yarn config settings.
