Description: YARN-5929 added queue scheduling policy to jmx, so it's good
to add scheduling policy to WebUI as well. (was: The scheduling policy for
FairScheduler cannot be obtained via CLI or WebUI, or metrics. Therefore we
cannot recognize that the configuration is reflected.)
