Description: In YARN-5006 application rejected when nodesize limit is
exceeded. {{FinalSavingTransition}} stateBeforeFinalSaving not set after
skipping save to store which causes application report failure (was: YARN-5006
application rejected and previous state is not set after skipping save to store.
We should set previous state as FAILED in this case.)
