[~yufeigu] Hi, yufei. I am sorry for take your attention to this JIRA.
I don't know whether the JIRA is useful to others but is very useful for me.
Because in fair scheduler it will check whether the am used resource over
limit
when assign container to a application. We can see the logic as follow:

So it is useful to check whether the am used resource is over limit by RM web
ui.
But I don't know whether it is need for others.
Can you help me review my patch? If you think it is not useful for others, can
you help
me close my patch?
