bq.Per Vinod's comment above we should make sure other API's throw the same
exception. One example missing from the patch is
ClientRMService.forcekillapplication(). Can you please double check for others?
The ticket YARN-107 is used to trace ClientRMService.forcekillapplication()
issue.
