Thanks [~leftnoteasy] -- I addressed your comments in the latest patch.
Note: regarding the #NODE/RACK, I made them package protected in
{{PlacementConstraint}}, but kept them public in {{PlacementConstraints}}
because they are required for applications to define the scope of the
constraints.
