Sorry [~daemon] i got confused with the reason which you provided.
As [~sunilg] mentioned, for the scenario you gave there are alternatives and 
more so, if spnego is configured then proper authentication can be done in 
webui too. So IMHO the scenario you gave does not warrant for this feature.
Though idea was good, i was interested to understand. in what scenario you want 
user to view all apps with out the functionality of killing or moving the app 
(which requires admin rights)? What would the user do with viewing all apps of 
the queue ? and also *VIEW* rights implies submit rights ?
