Moved the priority to Critical based on the following discussion with [~djp]. 
YARN-4676 added the timeout config support using the existing host file format. 
This isn't desirable given the existing format isn't suitable for arbitrary 
properties. So before we release 2.9, let's remove timeout config support from 
the existing format; there won't be any backward compatibility issue given 
YARN-4676 hasn't been released yet. That means if people want to use graceful 
decommission with timeout, they have to use the new json format and that is an 
acceptable requirement.
