Description:
ContainerScheduler should support updateContainer API for
- Container Resource update
- ExecType update that can change an opportunistic to guaranteed and vice-versa
Adding a new ContainerState event, UpdateContainerStateEvent to support
UPDATE_CONTAINER call from RM.
