Summary: "Kill application" button does not show error if other
user tries to kill the application for secure cluster

1. Submit an application by user 1
2. log into RM UI as user 2
3. Kill the application submitted by user 1
4. Even though application does not get killed, there is no error/info dialog
box being shown to let the user that "user doesnot have permissions to kill
application of other user"
