v3 patch update: separate out reAttachUAM from launchUAM. Addressed [~subru]'s
comment, rather than storing all _container->subclusterId_ mapping in NMSS,
retrieve running containers from all home and secondary sub-clusters via
_ApplicationClientProtocol.getContainers()_
