[~ebadger], YARN-6757 updated the use of NM_LINUX_CONTAINER_CGROUPS_MOUNT_PATH,
so that it can be hardcoded now to /sys/fs/cgroup. Please consider using it
directly, or probably better through CGroupsHandlerImp. It is better to
configure cgroups only at a single location for all users.
