I tried to backport, but looks like branch-2.8 is also missing other jiras such
as YARN-4007, YARN-4762. YARN-5455,
Even if this patch is backported, depending on what kind of patch it is, it may
still get conflicts.
Anyway, I've worked the branch-2.8 patch and uploaded here. [~billie.rinaldi],
need a second pair of eye to review.
[~vvasudev], if the conflicts are minor and can be resolved on its own
relatively easy, we may not backport this.
