I've rebased [~Tao Jie]'s original patch (more or less). There are still a few
other things to address, though. Here's the current limitations:
* No support for relaxed (non-exclusive) partitions.
* All headroom calculations et al still use the full cluster resources
* The current unit tests are wholly insufficient
I'll be working on the latter two limitations over the next couple of weeks.
