2. The 2 methods with the tag in AppInfo are called only from Test classes and 
Mocks for testing.
3. It is the wanted behavior. I want to measure each time I called Yarn RM how 
much time the router spends. 
4. In my local tests this structure is the optimal, the other solutions will 
require additional data structures. I cannot merge on my way since I have to 
scan all the list to figure it out if there is an AM or not. In case we merge 
before we find the AM and the policy is to discard incomplete results we ended 
up doing more iterations than needed.
